Can timeSetEvent be used in a system service?

When I use timeSetEvent in a system service, it always report a
"unhandled exception at 0x0014c3ff" while calling winmm.dll.
Even I create a new thread in the system service to call timeSetEvent,
it reports same error.

I check the CALLBACK function is no problem. The return of
timeSetEvent is also ok. It reports exception after calling
timeSetEvent, but before the time is expeired.

I use VS.NET and __gc class.
