It's called Stationery..
click on Help, and search for "Create custom stationery for Windows Mail
messages"

Dave,

Thanks for your help.
I know about stationary.
I do not want to put in company name , phone, ect. in everytime I send a
e-mail.
Is there a way to set that up in stationary?

If that's all you want to add, use a Signature
Tools - Options - Signatures

If you want something fancier, like background, images, standard text, then
use Stationery.
Just create a message the way you want, then save it... File - Save as
Stationery...

You can select the default Stationery in Tools - Options - Compose
