The Motherboard on my machine has 4 USB2 ports but I cannot tell if the
ports are running at usb2 speed.(some USB 2.0 devices are not working, so i
suspect the USB contoller is not working)

I have XP SP1a, and my motherboard has USB2 support in the bios enabled. The
hardware maker doesn't supply any drivers, they just say use the XPsp1a for
the drivers.

When I look at the device manager/usb stuff, all i see is :

Intel(R) 82801EB USB Universal Host Controller( 4 of these)
Standard Enhanced PCI to USB host controller(1 of these)
USB root hub (5 of these)

SHould it not say USB2 somewhere ?

How do I get USB2 working ???

Go to the manufacturer of the Motherboard website and see if they
have the appropriate drivers.

They do not. They just say to go to the MS web site and install the SP1
pack.

The word enhanced in "Standard Enhanced PCI to USB host controller(" tells
me that you have USB 2.0 turned on and it should be functioning properly.
If there is a yellow exclamation mark beside any of the USB ports then you
have a problem with that port. If there are no exclamation marks the ports
are OK.

The problem with different devices not working may relate to the drivers
for each individual device and how those drivers were installed. Some
devices need to have the USB drivers installed before plugging in the device
and others need to have the device plugged in first and the drivers
installed later. You must read the installation manual for each device
before attempting to install it.

The word "Enhanced" indicates the USB2.0 drivers are installed and working
correctly.
