how can I tell what date/time an email was opened?

Is there a way in Outlook or on Exchange 2003 to tell what date/time an email
was opened? The email was sent from a person inside our organization to
another person inside our organization, so it never left the Exchange server.

Possibly. Examine the Modified date. It may reflect that (although I'm not
certain - not everything updated the Modified date).
