Can I tell WHEN an application was installed?

Is there a way to determine WHEN a program was installed (in Windows
XP Pro). I have a user who keeps re-installing a program they're not
allowed to use at our office and I need to document it.

's Computer Specifications

If the folder where the program was installed to was deleted the last time
it was removed from that PC then the folder date will indicate when it
currently was installed.

Also some programs may create .log files, which can also be checked.
