How Can I Stop Users Changing Quicklaunch

I administer about 200 desktops and want to to stop
normal users from changing the quicklaunch.

In effect I want to NOT let users put icons in and take
icons out of the quicklaunch.

Please reply by my email address and remove
the "deletethis" portion.
