How can stop RIS from reformatting to NTFS?

I have a Windows 2003 Server that I am using to run RIS. I am able to
create and deploy NTFS images fine but now I need an image that has to
stay Fat32. The client OS is Windows XP Professional. Is this
possible? Thanks in advance.
