Can I stop pop-up descriptions when my mouse hovers on an email?

I got pop-up descriptions to stop on my Windows folders, etc, but I can't
figure it out for Explorer or Outlook.

AFAIK you can't turn it off in outlook. The method used to stop it in
Windows Explorer doesn't work in Outlook.
