Sometimes (can't find the pattern) when I close or when I respond to a
received outlook message it automatically deletes from my inbox. If I notice
it, fine, then I can undelete. But I'm completely vulnerable to thing being
deleted, my not noticing, and then failing a follow up. How can I make it
delete only when I say delete?

Are you sure it got deleted and you do not have set a filter to show unread
items only? Working from an Unread Mail Search Folder or having a filter
applied to your view are common causes which makes it appear that the
message gets deleted.
