Can start IE only as an Administrator (using run as command)

I am using Windows 2003 server and the browser will not
connect unless I use "run as" and then use administrator
account. The computer does log into a domain. All users
are set up this way but this is the only computer that is
having this problem. DNS does work but the browser does not even
launch unless I login as administrator or use the "run as" command.
