I didn't know where to ask this, since a Google search turned up nothing
substantive.

I have a Dell XPS400 with Windows MCE SP3. Any help would be appreciated.

I think it would help if you told everyone where on your computer you found
the file.

Two rules of thumb:

1. Files with random names are often (but not inevitably) malware.
2. Files in Temp directories can safely be deleted (if you've just
installed something that requires a reboot, do the reboot first then
clear the Temp directory).

Thus ... delete the file and don't worry about it anymore.

I've rebooted numerous times and the file reappears. I use Trend Micro and
it didn't catch it as malware. Neither did the MS malicious software
removal tool and TM's RUbotted.

I have been trying to delete it but windows tells me I can't.

You can use Process Explorer (Google it.) to see which program is using it.
Some programs create a temp file when they run for various purposes. It is
probably harmless.

The story evolves ...

When you say ... the file reappears ... do you mean that you delete,
reboot and the file is back? Or (given your next statement that Windows
tells you that you can't delete the file) do you simply mean that after
several reboots the file has not gone away?

Assuming you mean the latter, the usual reason that Windows won't let
you delete a file is that it is in use my some application. There are
any number of ways to delete such files, but here are two relatively
easy methods (I assume that you've already tried to delete it after
closing all running applications):

1. Boot into Safe Mode and try to delete the file.

2. If method 1 doesn't work,

- open a Command Prompt window and navigate to the directory where the
file is located
- open Task Manager
- find explorer.exe in the list of processes and "End Process." DO NOT
CLOSE TASK MANAGER.
- go back to the Command Prompt window and delete the file
- go back to Task Manager, click on File > New Task, enter
"explorer.exe" (without quotes) and click OK.
- close Task Manager and the Command Prompt window.

When I kill explorer.exe the file goes away. The file only reappears when I
go into the temp folder. Also nothing showed up in Process Explorer. I
don't think it's a process.

I am guessing it's assoc with a program, but one would think a google search
would would tell me something.

Perhaps the "~ROFMN_" part stands for "Rolling on the floor making noises"?
