Can someone help with System Admin problem?

I have Windows 2000 SP4. I am the only one that uses this computer and I do it as the administrator. I have a copy of Diskeeper Lite that started messing up. I deleted it and downloaded another copy. I clicked on the file to load it and the Windows Installer popped up and started to load it. After a minute a small window popped up that said: "The System Administrator Has Set Policies To Prevent This Installation." Since I'm the only one who uses this computer it would be me, but I don't have the faintest idea of what that means. It would have to be something I did but I'm a fairly new computer user (less than one year) and I don't know what I did. Can anyone tell me how to fix it? Please don't get too technical because I won't know what you mean. Any help will be EXTREMELY appreciated! Thanks!
