Can someone explain this to me?!

My version of windows movie maker has no "Tools" option on the top. I have no
way of editing videos, at all. I looked in the help guide provided with the
software, and it keeps saying to select 'Tools', but that option is non
existant.

Have you reinstalled XP lately? The tools menu item was not added until version 2.0. Check Help/About to see which version you have installed.

Dang I have a version lower than 2.0. But then why when I read through the
help topics that came with the movie maker, it says it's available, when it's
not?

Looks like version 1.x

From the Help menu select About and match the resulting dialog with the
following dialogs:

So having a lower version makes the Help section say that I have options
available to me that obviously aren't?

yes, the MM1 help info provides the help file from the MM2 installation...
you can have both versions on the same computer and use them without
conflict... or your MM2 installation may have failed in some areas but
successfully gave you the help file.
