Can the Shut Down button be removed?

I have a Windows 2003 terminal server that I would like to
remove the shut down button from all my clients and just
leave the logoff button. Can this be done? What do I do to
remove this button?

This can be achieved using Group Policy.

There is an option to "Disable and remove the Shut Down
Command" under user configuration/Administrative
templates/Start Menu & Taskbar.
