I have delegated access to my inbox, which the user can now see. However, I
would like to share several cabinet folders as well. Since I can't delegate
access to them, I have added the user to the permissions on each folder. How
does she go about accessing them within her own e-mail?

So I guess you're an old GroupWise user! Outlook does not have "cabinets".
Could you please explain:

your version of Outlook
confirm that you have Exchange
where these folders are that you want to share (use the Navigation Pane to
see where they are)
