Can I set up a meeting that I don't attend or see in calendar?

I would like to be able to set-up an appointment in some-one else's diary,
without the appointment appearing in mine, the options that I can see at the
moment are to:

a) Create the appointment in my calendar, invite the attendee, then remove
the appointment from my calendar. The obvious down-side to this is that any
Scheduling or Tracking information will be lost.

b) Put it into the attendees diary direct, the issue with this is that the
attendee is not notified that I have added this entry to the diary, and
without proper discipline the there will be no record of who added the
appointment.

Any suggestions or ideas would be much appreciated.
Thanks.
