Can I set the disk quota per user basis before the user login serv

I have turned on the disk quota setting for c: drive of my Windows 2003
server. The disk quota is 500MB for 90% of those users, around 10% (a user
list is available) of them will have 1G granted. However, I can't find the
individual disk quota for each user except that user has logged into the
server beforehand.

The users are AD users and the server is a member server of the AD.

Any idea to set the disk quota individually before the user logs into the
server.
