i can send a new message, but I cannot reply to a message

I cannot reply to any received message. The reply goes to the outbox and
stays there. There is no error message or prompt. I can send new messages
without any problem. I have disabled my firewall, shut down Norton etc.
This problem just began on its own after years of using Outlook.

I am seeing others with this same problem, but no answers. Anyone have an
answer?
