I can send but not recieve email

I use Outlook 2003. I can send email out, but I can't recieve any. This has
been going on for the last three days only. I have to go out to the web to
hotmail. I know there was some issues with msn accounts needing to change to
live hotmail, but I have msn through verizon. They tell me I don't have to
change, but outlook says I do. No error messages any ideas? Will changing to
Office 2007 fix the problem.
