i have put in 4 different network cards, move the cards to
each of the pci slots and have the same problem. my
network status shows outbound is okay. can't use internet
on that machine. says it has a dns error or server not
found.

try to change the ip address, says it is auto configured
and won't let me change it. can't find anyplace it can be
changed.

going thru a accesspoint router, but have wired directly
to the cable modem and get same results.

only thing defined in network configuration is tcp/ip.

any suggestions?

If you can send ping packets one way but not the other
way then the problem is almost always caused by some
firewall.

This can be an issue with a firewall blocking traffic, or the TCP/IP stack could be corrupted (i.e. can't change tcpip configuration)
Take a look at the following KB and follow the steps on how to reset the stack for Windows XP.
