Can send but not receive emails

My web browser is working, my webmail works, and my command prompt says I'm
connected. I confirmed my emails are sending, I just can't seem to receive.
I get message "Unknown Error 0x800300FD". Any assistance or knowledge would
be truely appreciated. Thanks in advance...
