No.
MHTML is a mime standard used for / within emails
MIME Encapsulation of Aggregate HTML Documents (MHTML)

I have a related question. I created a "website" in Word and saved it as a
mhtml file (really, a set of three files). Can I IMPORT it into FrontPage
or will I have to Save As in some other format first?

You can import it into FP and then link to it.
