Can a rule be triggered based on assigning a category to a message

I'm trying to figure out how a rule could be triggered by something other
than a message being sent or received. Specifically, I'd like to route
messages to a folder when based on the category assigned by a user.

You can do this but you have to manually execute the rule against the folder
then.

Is there a reference you can point me to that details how to manually execute
a rule?

Just click the "Run Rules Now" button, select the rule you wish to run, then
click "Run Now". See also "run rules manually" in Outlook's Help. Always
consult Help before asking a question.

I should have clearer in my reply. Is there a way, without being a VB
programmer, to schedule/automate a rule to run rather than having to use "run
now"?

Best solution I've found thus far is an Automate product from Pergenex, but
I'm hoping to find a simpler script solution.

Not that I'm aware. Anyway, writing a script is every bit as much a
programming effort as is writing VB code.
