How can I route an email through a hierarchy of people?

We are trying to set up a way to electronically route forms through our
office. For example somebody would submit a vacation request and it first
would go to the supervisor, once he/she approves/disapproves it (and makes
any comments), it would route to the manager, then it would route to the CEO,
etc. I have heard of people using outlook to do this, but I am unclear how to
do it. Does anyone have any input?

What version of Outlook and Exchange server do you use?

We are using Outlook 2003, I will check on the exchange server.
