Can I resell my VS?

What's the process for selling "used" software. I don't believe I've
actually registered except for the country as required when activating. Is
there some type of "Transfer of Ownership" form. What if the person is
unable to activate? How long till the activation period is "reset". I know
after a while, you can install the software again on the same or another
computer and if it's been long enough, activation will work just fine.
