Is it possible to change the default font "Times New Roman" to another
without it reverting back after closing "Frontpage 2000"?

No, the default font is actually the process of not applying any font tags to your text thereby
leaving it up to the browser to display it's default font, which is Times Roman or Times New Roman
or some other font if the user has changed it. If you want your page to have a specific font, you
must actually apply the font to your text, using the Font dialog or CSS.

Now if you want to set a specific font that ONLY you will see while designing your pages, you can do
this under Tools | Page Options | Default font.
