Can I remove Uninstall folders from Reinstalled XP 6.0

MY OS Windows XP IE 6.0 and OE 6.0
In the beginning of January, I had many problems with IE 7.0 Even my
delete key didn't work. I couldn't remove IE 7.0 from Add/Remove as it
couldn't locate the "ieeula.ch.m file". I tried to Remove it a few times,
no luck.
I restored but still had problems. It had worked for about a month and I was
getting used to it.

I then called dealer support and they whizzed around
my PC on line, looking for the problem and said I would
have to reinstall XP. That it would wipe out the version I had and to do a
backup, which I did.

I reinstalled XP IE 6.0 with support help, which I had previously to
installing IE 7.0, and it did wipe out everything when reinstalled finished.

Since then I have been trying to get my PC back in working order from my
backup. Not an easy thing when you don't know what you're doing. I'm fed up
too now, it's been two mos. of fiddling around.
As I have been fiddling so much, I noticed that
in C:\Windows Folder, there are about 16 or 17 folders right at the start
of windows folder, with names like the following:

C:\Windows\$MS131Uninstall_KB893803v2$
Inside those folders, each one has many folders.

What are they, do they need to remain in my PC, they aren't bothering me, I
assume, but I am curious .

Also, when I have to use a path in my stationery group\ if I am lucky and
find my programs folder, it is empty, so of course nothing shows in my path.
But if I go in the Program though C:\Documents and Settings\My
Documents\Programs Files it is empty still but if I click on the up folder,
my programs are there.

It seems I have too many folders. How do I fix this.
Where should my Program Folders be?

I think you have some misunderstandings; see inline.

Those are "uninstallers" for windows updates that are installed. You can
safely delete them if you never plan to remove any updates. What I did was
copy them to a CD and stashed it away, just in case. Probably not necessary
to do, but I'm a cautious type.

You DID reinstall all the updates after reinstalling windows, right?

Poor phrasing; don't understand. Be more specific.

But if I go in the Program though C:\Documents and

I've no idea where you get that path from. Installed Programs at at:
C:\Program Files.
Not what you wrote above. -My Documents- does not contain a Program
Files unless you created it yourself, in which case I've no idea what you
have going on there.

c:\Program Files; it's created by the system, cannot be deleted, and is
maintained by the system. Allyou can do there is run programs if you wish
to, or create shortcuts to them. Usually installation programs do that for
you.
