Hi, Todd,
A while back, a friend told me about Icon Restore, and it's been working
fine for me. Check out

Just remember that if he's using Windows XP, he has to access the save and
restore features by right-clicking on something like the Recycle Bin or
another icon that ISN'T a shortcut. (I've created some folders on my
desktop, and they work too.) Also, of course, any time he changes the
location of icons, he'll need to save the new configuration. The webpage for
the program doesn't mention Windows 7, so I don't know if it'll work with
the new OS.
