I want to format my pc & I have original winxp cd came with my HP comp.
My question is can I reinstall winxp with the same license in the same
machine?

Of course you can, but HP's don't ship with Windows XP media, they ship with
a recovery kit which reinstalls all drivers and apps to their out of box
state.

As long as you have the product key as well - you can install the original
Windows XP that came with that PC with the original product key onto that
computer as often as you see fit.
