can I recover a folder I deleted from Windows Mail?

I am running Windows Vista/Windows Mail. I accidentally deleted an email
folder from my Windows Mail account and then emptied my deleted items. Is
there any way to recover this folder?

No. Anything deleted from Deleted Items is gone for good, for
all practical purposes. There are some professional 'Undelete'
tools available, but they tend to be hard to use, and no
guarantee of success. There are third party services that you
can hire to try undeleting, but the cost is prohibitive for most
people.
