I empty my deleted items on an occasional basis, probably once every week or
every two weeks. Well, I am hoping to recover a deleted item that was
probably deleted around 1 1/2 month ago. Can anyone help me? Thanks!

if you have an exchange server, there's a slim chance it is still there, you
need to ask the admin

Restore the .pst file from your backups (to a different location) and
use Outlook's File -> Open menu to open that old .pst file.
