Recently got new computer. set up email has been working up until now. shows
that messages are going to outbox then to sent items.

What happens if you mail yourself? I mean, if the message is making it to
Sent Items, that's a pretty strong indication that your ISPs mail server has
taken responsibility for delivering the mail, so you may need to ask them
why the mail isn't being delivered to the people you send to.
