Can receive POP3 cannot send SMTP

I've had this trouble for a couple of weeks and havn't been able to resolve
it. It seems that Outlook was doing everything it was supposed to do but then
overnight stopped connecting to my smtp server. I have been able to connect
to the same server via Outlook 2003 on a different computer but it will not
work on Outlook 2007 on my computer.

I have contacted my ISP who say that everything is working as normal. I have
deleted and reset the accounts but still cannot connect. I was beginning to
think it was an auto ms update or I accidentially changed a setting but after
going trough every checkbox I still cannot figure it out. Any input is
appreciated.

Outlook says this:
"Send test e-mail message: Outlook cannot connect to your outgoing (SMTP)
e-mail server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP)."

This error usually signifies that you are using an Anti Virus program with incoming and outgoing email scanning. Also it can be your Anti Spam filter being set at high.

Disable your AV incoming and outgoing email scanner. Your AV resident scan will still protect you. Are you using a Symantec or MacAfee AV?

You would be better off by using something like Avast,AVG free or even Nod32 without the email scanning option not set.

You may be on the right track with that MS autoupdate. The security/firewall
settings may be preventing the handshake with the SMTP server. Experioenced
the same frustrations a few months ago, until I disabled the MS firewall.
This is a good diagnostics tool, not necessarily a permanent solution.
