Which antivirus are you running?
This problem can be caused by an incompatible antivirus program.
Windows Mail is not compatible with most McAfee and Norton
security programs. Those will need to be uninstalled, NOT just disabled.
I suggest that you do a temporary uninstall of your antivirus.
You can always reinstall it if there is no improvement.

If there is improvement, download and install a more
compatible antivirus like:

AVG free edition:
http://free.grisoft.com/doc/5390/us/frt/0?prd=aff
or
Avast free edition:
http://www.avast.com/eng/download-avast-home.html

With either of those, during the install phase you must select custom
install, and then deselect the email scanning option.

I have a new laptop which came with 90 days free Norton. When the 90 days
runs out can I just down load AVG free with out doing anything to Norton?

I don't know, but it's a better to uninstall Norton then run their cleanup
procedure:

No.
Uninstall Norton now and then run this utility:

Gary and everyone else - thanks a bunch for your advise. I downloaded AVG
and deleted McAfee and my email worked instantly. I really appreciate your
advice.
