My outlook works fine sending and receiving emails from various locations,
but other locations (wireless routers) only let me receive but not send
emails. If the email actually makes it out of my outbox, I get a "relaying
not allowed" error message.

Any suggestions on how to receive emails from all locations?

Enable authentication for your SMTP server settings.
