I have had this problem before, but honestly forgot how to fix it. I have
restarted and doesn't work. This is the error message I am getting when I
try to send.

Look at the part that says "Insufficient System Storage". Also look at
the mail account and server names. I suspect one of them isn't yours, but
is the recipients'.

This looks to be a message from the server at the receiving end, saying that
it's full. The person you're sending mail to has to delete some mail.
About the only thing you can do about that is to pick up a phone and tell
them, because they aren't going to get email from you.
