I can receive but cannot send messages using outlook 2003

Task 'POP3.com - Sending' reported error (0x8004210B) : 'The operation timed
out waiting for a response from the sending (SMTP) server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

Do you have multiple email accounts?

And, what did the server administrator or ISP say when you contacted them?

The unidentified e-mail provider's SMTP server might've been too busy, or
down for maintenance, or down, or a node in the route between you and the
mail server is slow or unresponsive.

Could be due to the delay caused by the superfluous scanning of e-mails by
your anti-virus program. Disable e-mail scanning in your AV program.
