I have a user that would like to have the outlook bar under the folder list
in outlook 2002 (XP)

Is it possible? I know that in 2007 the icons (calendar, contacts etc..) are
below the folder list.

Can I configure Outlook 2002 to behave the same way?

Sure, by hacking and modifying the program's code to create your own
customized version of Outlook.

If this cosmetic need is required by this user, have them upgrade to a later
version of Outlook. After all, if they can afford, as a "user", to pay you
for Outlook support then they can afford to upgrade, or if "user" refers to
a company employee then it's the company's choice what version of Outlook
that their employees use.
