who do I do it with

I am in UK, I find the web hosts in USA are better value for money
than British hosts.
IMO the best of the UK hosts is www.1and1.co.uk.
I use www.webhost4life.com in USA.

The question "Why do you care where your server is?" springs to mind.
You should first find out if your ISP supports FP on the web space
that you (usually) get as part of your dialup or broadband contract.
Unfortunately, most don't. Computer Magazines are full of cheap (and
not so cheap) web hosting services. For small scale (and probably
large-scale, but I don't have experience of this) commercial hosting I
use and recommend Web-Mania (www.web-mania.com) who provide a
reasonably amount of space and excellent service for £20.00 per year
(+VAT). They are based in the UK.

Im in the US and use one in Canada and another 10 miles from my home - use
the tool that fits the need.

Main thing: Find one that provides good service; one that has techs that
answer the phone and speak your language and know what they are talking
about.

There is one reason to care: getting listed in a regional Google
(Google.uk, Google.ca, Google.de, etc., etc.).

Getting listed (or at least ranking well) in a regional Google requires
one of the following:

1. EITHER a regional domain name, such as yoursite.co.uk, yoursite.ca,
yoursite.de, etc.

2. OR hosting in the region in question, in which case you can have any
domain you like (yoursite.com, yoursite.net, yoursite.org,
yoursite.info, etc.)
