How can I program printing preferences?

I need a small program to print with specific printing preferences from
any application.
For example: print in black and white, from tray 1, in draft mode.

I can't figure out how to automate this.

In Windows, I can set the preferences for the printer...
But my problem is... that I need to have a few more different printing
settings as well.

What I would like: hit a key combination and have the print sent to the
printer with no further actions needed.
i.e. hit ctrl, shift and Z. (Assuming this key combination isn't
assigned to something in Windows or another application already.)

I'm not sure where to start or what language could be used.

Any help/suggestions would be appreciated.
