I have a PowerPoint Presentation burnt on CD and am wondering if there is a
way that someone without a computer or powerpoint can view it.

Users without powerpoint can download PowerPoint Viewer to view the
presentation:

You can also convert the presentation into video format so that it plays on
a vcd or dvd player. Check this out:

No, afraid not. The presentation can be viewed in PPT or the free Viewer, but
you'll need a computer to run either.
