I can ping, but can't use IE

Out of the blue, IE 6.0 quit working. I can't seem to use anything with http.
I can ping everything fine (local and internet). Using XP Pro SP2 I have:
1. replaced my nic, patch cable and switched the port on my router.
2. changed DNS 1 & 2 (tried several combinations that work on other machines)
3. changed my IP address
4. removed/reinstalled winsock, winsock2 registry settings
5. Tried Opera - same result: can't find page.
6. Can't even bring up my firewall access page @ 192.168.1.1
7. My Win 2000 Server on this lan works fine for IE.
8. Verified I have 128 cipher strength on IE
9. Tried a couple of hosts settings, can't bring up a hard coded TCP/IP web
address.

My local lan works fine as long as I don't use HTTP. Any ideas?
