How can I permanently carbon copy someone?

Every time I send an e-mail I need to cc: to another e-mial address. Is there
a way of doing this without having to type in the cc: address every time I
send a new e-mial?

I'm a novice at this. Exactly how would you do this?

Use the Rules Wizard. Create a new rule for every outgoing message. So
basically "Check message after sending", marked as importance (normal, if you
need to use other criteria, use that instead), CC the message to, insert the
email address there. Something along those lines that would work for you.
