Can I password restrict a single program?

I need to restrict access to a program on my computer but would like
everything else to be common including files, Outlook,etc. Is there any way
I when I ask a program to run it asks for a password before executing? I
would want all other programs to run normally.

Use NTFS permissions on the program's folder and deny read permissions
to those whom you don't want running the program.
