CAN OUTLOOK BE SET TO NOT DOWNLOAD EMAIL FROM A PARTICULAR SENDER

Is it possible with outlook to create a rule to not download messages from a
named sender

No, rules operate after messages are downloaded so you can't stop an item
from downloading via a rule.

No. You can create a rule to delete messages from that address, but outlook
needs to download it to apply the rule.
