Can Outlook be configured to allow receive & view attachments?

's Computer Specifications

Email messages that contain attachments downloaded from Yahoo to Outlook 2003
are automatically blocked. Is there a way of configuring Outlook to allow me
to receive and view these all attachments regardless of file type..?
