Can the Outlook Backup PST File Tool be customized?

Hello,

Were are planning to deploy the back up pst tool enterprise wide until
we have implemented a permanent email back up solution. What we would like
to do is prevent and user interaction with the gui portion of this tool we
would like to predefine setting for them also. Can this be done?
