Can Outlook ask you if you want to attach a file to an email?

It would be good if Outlook could prompt a person and ask whether or not
he/she wants to attach a document to an email before he/she actually sends
the email. This would cut down on the number of times a person dashes off an
email but forgets to add the attachment....
