If the netbook is Windows based, then yes, you can install Outlook on it.
If you only have an installation CD but CD/DVD drive in your netbook (which
is quite common), simply copy the contents of the CD/DVD to a USB stick or
other portable media by using your main computer. Sharing the CD/DVD drive
from your main computer over the network is possible too but might be more
complicated to you and slower (especially over a wireless link).
