Can Outlook 2000 be installed/updated with GP?

If so how do I create the MSI file?

Yes. I believe Outlook 2000 ships with an MSI file anyhow Office 2000 ships
with an MSI file.

The MSI file is part of the standard package. You will need to create an
administrative installation point then use the Office Resource Kit to
create a transform (MST) file that will customise your installation for
your particular site.
